Policy
Skandia / Arcadia have had several different policies of handling other factions throughout its existence.
Skandia in Era 1 was Isolationist, generally not involved in other factions due to the civil war that engulfed much of its era.
In Era 2 they were recovering and beginning to rise as a world power, although they definitely were more involved, most of their time was spent on reform.
In Era 3 Skandia had an overwhelmingly aggressive foreign policy as part of their effort to ensure "Peace & Prosperity." Unfortunately like most moral and righteous causes, all it led to was an aggressive Skandia which annihilated all its neighbors and became obsessed with power.
In Era 4 you had the birth of Arcadia whom was in a constant struggle of now being the only powerful ideology on Tekkit, as World War 1 had defeated Malahostias, and several people whom wanted the control Skandia had in Era 3 once again. The result was an anarchist environment where Arcadia ultimately failed to be passive and became entangled in too many foreign and domestic conflicts.
In Era 5 you had Arcadia go to Voltz and re-unify. Needless to say, on Voltz you kill anyone who gets in your way or be killed when someone is bigger.
Era 6 was the return of the Democratic Republic of Arcadia, and mainly saw Arcadia remain as neutral and passive as possible. This foreign policy carried on through Era 7 and Era 8 as Arcadia reached its original goal of "Peace and Prosperity" by avoiding wars, PvP, and helping factions grow in the hopes they'd one day join Arcadia.

Enemy List
The following is a list of Players that are marked as enemies to Arcadia. Due to rapidly changing environments involving such players, factions are not listed and although can be considered an enemy, the entire faction cannot as a result of the actions of a set few such as a leader or member. All players marked as an enemy must have been voted as one by the Arcadian Council, or in an emergency, by the Director of Arcadian Operations for that specific server. In order to be marked as an enemy, a 51%+ Majority Vote is necessary, similarly, a 51%+ Majority Vote is needed to remove that player as an enemy.
